Brief History of IQA

The Roundtable Meeting (RTM) of the Quality Assurance Agencies of the Organization of the Islamic Conference (OIC) was held in Kuala Lumpur, Malaysia on 13-15 November 2009. The RTM was hosted by the Malaysian Qualification Agency (MQA), and was attended by officials from 21 quality assurance agencies and ministries responsible for quality assuring higher education among OIC member countries. The meeting agreed on the declaration to establish The Association of Quality Assurance Agencies of the Islamic World (AQAAIW). Seven-members of Pro Tem Committee of the Association representing Egypt, Indonesia, Kazakhstan, Saudi Arabia, Syria, Turkey and Malaysia respectively, were selected during the RTM.
The first meeting of Pro Tem Committee of AQAAIW was held in Petaling Jaya, Malaysia on 13 October 2010. The Pro Tem Chairman was Dato’ Dr. Syed Ahmad Hussein, stated that The Kuala Lumpur Declaration was ratified by 12 countries including Afghanistan, Azerbaijan, Egypt, Indonesia, Gambia, Jordan, Oman, Pakistan, Palestine, Saudi Arabia and Turkey.
Secondly, the Extraordinary Meeting of the AQAAIW was held on 4 May 2011 in Astana, Kazakhstan. The meeting was hosted by the National Accreditation Center Kazakhstan and administered by the Secretariat of the AQAAIW Pro Tem Committee which based at the MQA. Representatives from 16 countries were present during the meeting. Prior to the meeting was a special session to discuss on AQAAIW Proposed Constitution. The amended constitution was later tabled during the meeting and unanimously adopted by all members. The adoption of the constitution subsequently saw the formal establishment of the AQAAIW and the election of its governing board.
The Chief Executive Officer of MQA, Dato’ Dr. Syed Ahmad Hussein was given the mandate to lead the Executive Board as the first President of AQAAIW, while the President of the Egyptian National Authority of Quality Assurance and Accreditation of Education, Prof. Magdy Kassem was elected as the Vice President of AQAAIW. The meeting elected another seven members of the Executive Board made up of representatives from Algeria, Bahrain, Indonesia, Kazakhstan, Saudi Arabia, Sudan and Turkey respectively. The MQA was selected as the secretariat of AQAAIW where Prof. Zita Mohd Fahmi, MQA’s Deputy Chief Executive Officer, was appointed as the Executive Secretary.
Moreover, the Executive Board Meeting was conducted in St. Kilda, Australia on 19 April 2012; 5 November 2012 in Cairo, Egypt; and then on 29 October 2013 in Manama, Bahrain.
The second election was carried out during the 2013 AQAAIW Roundtable meeting in Bahrain. The Chief Executive of National Authority of Qualifications and Quality Assurance for Education and Training (QQA), Dr. Jawaher Al Mudhahki, Bahrain was elected as the second President of AQQAIW while Prof. Mahmut Ozer from the Council of Higher Education, Turkey was elected as the Vice President. Seven members were also elected as the Executive Board, which made up of representatives from Algeria, Northern Cyprus, Indonesia, Malaysia, Saudi Arabia, Sudan, and Uganda. Dr. Tariq Al-Sindi from the QQA, Bahrain was appointed as the Executive Secretary, whilst QQA, Bahrain was selected as the new secretariat of the Association. During the aforementioned meeting, it was agreed that Islamic Quality Assurance (IQA) will be the new acronym of the Association replacing AQAAIW whereas logo of IQA was also has been launched.
The third election was carried out during the 2017 IQA Roundtable Meeting which was held on the 27th February 2017 in Kingdom of Bahrain. Prof. Mahmut Ozer was elected as the third President of the association while Prof. T. Basaruddin, the Director of Executive Board of Indonesia BAN-PT was elected as the Vice President. Eight members were also elected as the Executive Board, which made up of representatives from Kingdom of Bahrain, Egypt, Sudan, Malaysia, Saudi Arabia, Northern Cyprus, Uganda, and Algeria. Additionally, Council of Higher Education, Turkey was selected as the secretariat of IQA, whilst Mr. DincerBicer, International Affairs Coordinator BuulenEcevit University, Turkey was appointed as the Executive Secretary.
In December 2018 Prof. Mahmut Ozer was no longer as the President of the Association as he was appointed as Deputy Minister of National Education in Turkey. Therefore, Prof. T. Basaruddin, the Vice President of the Association was nominated to be the acting President in the early year 2019. In a distance-executive Board Meeting which was held on 9 April 2019, Prof. T. Basaruddin was elected as the fourth President of IQA. During the Board Meeting which was held in Jakarta, Indonesia, on 29th October 2019, Prof. Kahirul Salleh bin Mohammed Sahari of MQA was also appointed to be the Vice President of IQA. The secretariat of IQA was then moved to Indonesia, BAN-PT. Prof. Mansur Ma’shum, from University of Mataram and Dr. Nur Kholis from Indonesia Islamic University Yogyakarta are currently the Executive Secretary and the Vice Executive Secretary respectively.
